My guess is they would only waive the fee due to poor coverage if you cancel in
a very short time after initiating the contract (like 30 days). A few years ago
(pre iPhone) I switched from AT&T to Verizon. The Verizon service at my home was
awful, even though it worked elsewhere. I canceled Verizon and went back to
AT&T.
